Mr. Maslona joined Fiscal Advisors & Marketing, Inc. in 2000 and is a Series 50 Qualified Municipal Advisor Representative as well as a Certified Independent Professional Municipal Advisor (CIPMA). He received his Bachelor of Science degree in 1998, with a major in Business Management and a minor in Marketing, from Ithaca College where he graduated with honors.
Since joining Fiscal Advisors, Mr. Maslona has assisted in financing over $10 billion for over 250 municipalities and school districts throughout New York State. As a representative of the Corporate Headquarters Office, he works closely with clients on all aspects of capital project planning and pre-referendum services, debt issuance, assisting from the onset of a project through closeout. Mr. Maslona has coordinated the preparation and marketing of a considerable number of note, bond and lease financing issues providing clients with capital project funds and cash flow financing.
In addition, Mr. Maslona researches and compiles information necessary to provide refunding analysis and qualitative analysis for the firm's clients. He has assisted over 150 schools and municipalities with advance refunding and worked closely with the Dormitory Authority of the State of New York (DASNY) on a number of other refunding issues. He also works closely with DASNY on new money serial bond financings for school districts and BOCES. He has worked on approximately 25 pooled financings since the program’s inception.
Furthermore, Mr. Maslona ensures that clients are in compliance with the requirements implemented by the Securities & Exchange Commission in relation to Continuing Secondary Market Disclosure Filing, Rule 15c2-12.
Mr. Maslona is a member of the Delaware-Chenango-Otsego, Central New York, Wayne Finger Lakes and Northern New York Chapters of the New York State Association of School Business Officials (ASBO), National Association of Municipal Advisors (NAMA) and the Government Finance Officers Association (GFOA).

Ms. Crowley is a member of the Adirondack, Delaware-Chenango-Otsego and Central New York Chapters of the Association of School Business Officials of New York (ASBO New York), the New York Government Finance Officers’ Association (NYGFOA) and the National Association of Municipal Advisors (NAMA). Ms. Ferguson joined Fiscal Advisors & Marketing, Inc. in 2019 and is a Series 50 qualified Municipal Advisor Representative and Series 54 qualified Municipal Advisor Principal, as well as a Certified Independent Professional Municipal Advisor (CIPMA). Ms. Ferguson has over 35 years of public finance experience as a municipal advisor, investment banker and research analyst. Ms. Ferguson has served as municipal advisor to a wide variety of issuers including State agencies and authorities, county and county improvement authorities, water and sewer issuers, school districts, and municipalities. She has developed comprehensive rating agency presentations, negotiated aggressive pricing structures and assisted in budget analysis. Her experience enables her to assist clients in developing financing options that are tailored to meet their needs and goals.
Ms. Ferguson is an active member of the Association of School Business Officials of New York (ASBO New York) and its Business Advisory Committee and the New York Government Finance Officers’ Association (NYGFOA). She has lectured for ASBO New York on the “Investment of Public Funds by Local Municipalities in New York State” and for NYGFOA regarding “The New Municipal Advisor Rule, Continuing Disclosure and the Municipal Continuing Disclosure Cooperative Initiative”.
In August 2019, Ms. Ferguson served on the Municipal Securities Rulemaking Board (MSRB) Series 54 Pass Point Study Committee which reviewed the inaugural Series 54 Municipal Advisor Principals Exam administered by the MSRB.
Previously, Ms. Ferguson’s municipal advisor experience includes positions as a founding partner and Managing Director of Sage Municipal Advisors, LLC, Vice President and manager of the Hudson Valley office of Capital Markets Advisors, founding partner and Managing Director of Acacia Financial Group, Inc., and Vice President of Municipal Advisory Partners, Inc. Earlier in her career, Ms. Ferguson was an investment banker with Bear, Stearns & Co. Inc., Chase Manhattan Capital Markets Corporation, Grigsby Brandford Powell, Inc. and Marine Midland Capital Markets Corp.
Ms. Ferguson is a graduate of the State University of New York at Albany with a Bachelor of Science Degree in business Administration. She also obtained Provisional Certification from the State of New York to teach Secondary Business Education. She was previously licensed by the MSRB as a Series 7 Registered Representative. She has completed the NYS GFOA Foundations Level and Advanced Level programs.

Ms. Caruso is a Series 50 qualified Municipal Advisor Representative, a Series 54 qualified Municipal Principal, a Certified Independent Professional Municipal Advisor (CIPMA), and a Past President and CEO of the firm. Ms. Caruso was a Past President of the National Association of Municipal Advisors (NAMA). As part of her involvement with NAMA, Ms. Caruso traveled to Washington, D.C. to meet with SEC, MSRB and legislative leaders regarding the regulation of municipal advisors. She has been a participant in the MSRB’s “Municipal Market Roundtable” and quoted in The Bond Buyer.
During her career, Ms. Caruso has been involved in the planning and structuring of several billion dollars of financings. Prior to joining Fiscal Advisors in 1998, Ms. Caruso was Associate Vice President-Investment Banking at First Albany Corporation where she worked with municipalities, authorities, higher educational institutions, health care, not-for-profit and IDA clients to successfully underwrite their bond issues. In addition, she was a Senior Bond Analyst at Moody’s Investors Service where she provided ratings for hundreds of municipalities, school districts and revenue bond issuers.
Ms. Caruso is a member of National Association of Municipal Advisors (NAMA), the New York Government Finance Officers’ Association (NYGFOA), and the Capital Region Chapter of the Association of School Business Officials of New York (ASBO New York).
Ms. Caruso earned an MBA degree in Financial Management from the Lubin Graduate School of Business at Pace University (NYC) and a BA degree in Communications with minors in Business Administration and Computer Science from the State University of New York at Albany.

Mr. Vislosky is a Series 50 Qualified Municipal Advisor Representative as well as a Certified Independent Professional Municipal Advisor (CIPMA). He started with the firm in 1985 and has served as Municipal Advisor to hundreds of local governments, including Counties, Cities, Towns, Villages, School Districts, Special Districts and Authorities, some of which have been with him for nearly 30 years.
Mr. Vislosky’s professional associations have included: the Association of School Business Officials of New York (ASBO New York), the Central New York Chapter of ASBO New York, New York Government Finance Officers’ Association (NYGFOA) and as a member of the National Association of Municipal Advisors (NAMA).

Ms. Lathan joined Fiscal Advisors & Marketing, Inc. in 2006 and is a Financial Analyst for the Western NY Region Office.
She currently assists numerous municipalities with water and sewer projects throughout New York State. Her areas of expertise with State and Federal agencies include; NYS Environmental Facilities Corporation, USDA-Rural Development, Community Development Block Grant, and Department of Conservation - Water Quality Improvements Grant Program. She assists municipalities with application processing, requisitions, project reporting, MWBE goals, sewer exclusions, budgeting, and completion of necessary forms before and during construction phases of a project. She facilitates communications with the municipality’s project team and agency to make sure all necessary documentations, forms and reports are submitted in a timely matter, so project goals are met.
Ms. Lathan attended Finger Lakes Community College (CCFL) in Canandaigua, New York and majored in Business Management, which led her to pursue a career in banking with M&T Bank. After her career in banking and prior to joining Fiscal Advisors, she worked as the Deputy Clerk-Treasurer for the Village of LeRoy.
Through her employment with Fiscal Advisors, Ms. Lathan attends many workshops, conferences and webinars that assist her in keeping up to date with any changes that may occur with State and Federal programs for municipalities. She has completed the Government Finance Institute Program where she has received her Foundation and Advanced Level Certificates in the nine core areas of government finance.
Ms. Lathan served as council member for the Town of LeRoy for six years and is a member of the NYS Government Finance Officers Association (GFOA).

In addition, Ms. Mousaw analyzes cash flow statements and assists clients with cash flow financing. Ms. Andrews is designated as the Chief Compliance Officer of the firm. Mr. Ryan actively sits on the Board of Directors of the McMahon Ryan Child Advocacy Center, and on the Board of the Society of Loyola Old Boys, Inc. as a Director as well as a member of their Audit committee. Formerly, he was a Director on the board of the Municipal Bond Club of Baltimore.

Mr. Shusda joined the Accounting Services Division of Fiscal Advisors & Marketing, Inc. in 2009. He offers our clients services in Capital Fund Accounting, Final Cost Report preparation and assistance with Building aid calculations.
Mr. Shusda was a School Business Official for twenty-five years, retiring from the position of Assistant Superintendent for Management Services for the Baldwinsville Central School District. He also served as Business Official for the Central Square and Altmar-Parish-Williamstown Central School Districts. Prior to becoming a Business Official, Mr. Shusda was a math teacher for eleven years.
Mr. Shusda is a member of the Association of School Business Officials of New York (ASBO New York). He has conducted numerous workshops for ASBO New York across New York State on the management of capital projects.
