Kelly Lathan joined Fiscal Advisors & Marketing, Inc. in 2006 and is a Financial Advisor for the Rochester New York Office.

She currently assists numerous municipalities in the planning, coordinating and financing of various water and sewer projects throughout New York State. In addition, Kelly assists with various State and Federal Funding of loans and grants. Her areas of expertise with funding agencies include NYS Environmental Facilities Corporation Drinking and Clean Water State Revolving Fund, FAB, USDA-Rural Development, NYS Bond Act and Community Renewal. She coordinates with the municipalities and funding agencies with application processing, requisitions, financial reporting, cash flow and debt service planning. She facilitates communications with the project management teams to make sure a smooth transition occurs for short and long term financing, project goals are met and that the lowest costs is obtained for taxpayers.

Kelly attended CCFL in Canandaigua and majored in Business Management which led her to pursue a career in banking with M&T Bank. After her career in banking and prior to joining Fiscal Advisors and Marketing, Inc. she worked as a Deputy Clerk-Treasurer for the Village of LeRoy.

Through her employment with Fiscal Advisors, Kelly attends many workshops, conferences, technical forums and educational classes that assist her in keeping up to date with any financial changes that may occur with State and Federal funding as well as any economic changes that may impact a capital project.

Kelly is a member of the NYS Government Finance Officers Association (GFOA) and Monroe County Town Finance Officers Association. She currently serves as Councilwoman for the Town of LeRoy.
