Ms. Caruso is the President, at Fiscal Advisors & Marketing, Inc., and a Certified Independent Public Finance Advisor (CIPFA). Ms. Caruso earned an M.B.A. degree in Financial Management from the Lubin Graduate School of Business at Pace University and a B.A. degree in Communications with minors in Business Administration and Computer Science from the State University of New York at Albany.

Ms. Caruso has over sixteen years experience in public finance. Prior to joining Fiscal Advisors & Marketing, Inc., Ms. Caruso was Associate Vice President-Investment Banking at First Albany Corporation where she worked with municipalities, authorities, higher educational institutions, health care, not-for-profit and IDA clients to successfully underwrite their bond issues. Prior to that, she was a Senior Bond Analyst at Moody's Investors Service where she provided ratings for hundreds of municipalities, school districts and revenue bond issuers. Ms. Caruso has authored several municipal finance publications.

Since joining Fiscal Advisors & Marketing, Inc. in 1998, Ms. Caruso has assisted over 100 municipalities, school districts and public authorities in the planning, coordination and financing of capital projects throughout the State of New York. Ms. Caruso is the Manager of the Capital District Region office of Fiscal Advisors & Marketing, Inc. She works with numerous issuers in structuring their financings and accessing the municipal bond market. In addition, Ms. Caruso leads Fiscal Advisors' efforts on refunding, securitization and revenue bond issues. Ms. Caruso is a member of the Government Finance Officers Association (GFOA), the Capital Region Chapter of the New York State Association of School Business Officials (ASBO), and the National Association of Independent Public Finance Advisors (NAIPFA).
